　　為深入貫徹黨的二十屆三中全會(huì)精神，全面落實(shí)習(xí)近平總書(shū)記關(guān)于知識(shí)產(chǎn)權(quán)工作的重要論述精神，貫徹落實(shí)省委“1310”具體部署，進(jìn)一步提升粵港澳大灣區(qū)知識(shí)產(chǎn)權(quán)創(chuàng)造運(yùn)用效能，引領(lǐng)全球創(chuàng)新資源在大灣區(qū)匯聚，以知識(shí)產(chǎn)權(quán)助力發(fā)展新質(zhì)生產(chǎn)力，建設(shè)富有活力和國(guó)際競(jìng)爭(zhēng)力的一流灣區(qū)，廣東省市場(chǎng)監(jiān)督管理局（知識(shí)產(chǎn)權(quán)局）、廣州市人民政府、香港特別行政區(qū)政府知識(shí)產(chǎn)權(quán)署、澳門(mén)特別行政區(qū)政府經(jīng)濟(jì)及科技發(fā)展局定于2024年12月在廣州舉辦“第六屆粵港澳大灣區(qū)知識(shí)產(chǎn)權(quán)交易博覽會(huì)暨國(guó)際地理標(biāo)志產(chǎn)品交易博覽會(huì)”（以下簡(jiǎn)稱“第六屆知交會(huì)暨地博會(huì)”），現(xiàn)將相關(guān)事項(xiàng)公告如下：

　　一、時(shí)間和地點(diǎn)

　　時(shí)間：2024年12月9-11日

　　地址：廣州知識(shí)城國(guó)際會(huì)展中心（中新廣州知識(shí)城鳳桐直街12號(hào)）

　　二、組織架構(gòu)

　　三、整體安排及招商招展、項(xiàng)目征集需求

　　第六屆“知交會(huì)暨地博會(huì)”由啟動(dòng)大會(huì)、2個(gè)交易博覽專館及系列活動(dòng)專區(qū)組成。各專館（專區(qū)）主要任務(wù)及招商招展、項(xiàng)目征集需求如下：

　　（一）“啟動(dòng)大會(huì)”簽約項(xiàng)目

　　大會(huì)主要任務(wù)：圍繞“知識(shí)產(chǎn)權(quán)轉(zhuǎn)化交易助力粵港澳大灣區(qū)高質(zhì)量發(fā)展”主題，大力推進(jìn)知識(shí)產(chǎn)權(quán)轉(zhuǎn)化交易，助力發(fā)展以專利為支撐的創(chuàng)新型經(jīng)濟(jì)、以商標(biāo)為支撐的品牌經(jīng)濟(jì)、以原產(chǎn)地地理標(biāo)志為支撐的特色經(jīng)濟(jì)和以版權(quán)為支撐的文化產(chǎn)業(yè)，以知識(shí)產(chǎn)權(quán)創(chuàng)造、轉(zhuǎn)化、交易助力發(fā)展新質(zhì)生產(chǎn)力，推動(dòng)大灣區(qū)高質(zhì)量發(fā)展。在“第六屆知交會(huì)暨地博會(huì)”啟動(dòng)大會(huì)上，將組織省內(nèi)高校、科研機(jī)構(gòu)與企業(yè)等創(chuàng)新主體簽約知識(shí)產(chǎn)權(quán)轉(zhuǎn)化項(xiàng)目。

　　項(xiàng)目征集需求：征集廣東省內(nèi)高校、科研院所等創(chuàng)新主體可在啟動(dòng)大會(huì)上進(jìn)行簽約的知識(shí)產(chǎn)權(quán)創(chuàng)新成果轉(zhuǎn)移轉(zhuǎn)化項(xiàng)目。

　　專館主要任務(wù)：對(duì)國(guó)內(nèi)外地理標(biāo)志產(chǎn)品進(jìn)行展示和產(chǎn)品體驗(yàn)，提升地理標(biāo)志品牌影響力，促進(jìn)地理標(biāo)志產(chǎn)品產(chǎn)銷對(duì)接，拓展地理標(biāo)志產(chǎn)品推介渠道，推動(dòng)地理標(biāo)志產(chǎn)品品牌價(jià)值傳遞和文化傳播。

　　專區(qū)主要任務(wù)：集中展示廣東戰(zhàn)略性產(chǎn)業(yè)集群知識(shí)產(chǎn)權(quán)發(fā)展?fàn)顩r和知識(shí)產(chǎn)權(quán)全鏈條服務(wù)生態(tài)，以及通過(guò)“一產(chǎn)業(yè)一中心一聯(lián)盟”建設(shè)方式，支撐全省戰(zhàn)略性產(chǎn)業(yè)集群高質(zhì)量發(fā)展的顯著成效。

　　項(xiàng)目征集需求：1.面向廣東省戰(zhàn)略性產(chǎn)業(yè)集群知識(shí)產(chǎn)權(quán)協(xié)同運(yùn)營(yíng)中心及產(chǎn)業(yè)相關(guān)創(chuàng)新主體，征集具有科技感、互動(dòng)性強(qiáng)的專利產(chǎn)品，遴選部分在專區(qū)進(jìn)行展示和互動(dòng)體驗(yàn)；2.面向全國(guó)范圍內(nèi)征集國(guó)內(nèi)戰(zhàn)略性產(chǎn)業(yè)相關(guān)龍頭企業(yè)、高校、科研院所的專家及創(chuàng)新成果，遴選部分專家在專區(qū)進(jìn)行相關(guān)主題分享；3.面向廣東省20個(gè)戰(zhàn)略性產(chǎn)業(yè)知識(shí)產(chǎn)權(quán)協(xié)同運(yùn)營(yíng)中心，征集協(xié)同運(yùn)營(yíng)中心負(fù)責(zé)人或相關(guān)企業(yè)負(fù)責(zé)人作為路演講師，在分區(qū)進(jìn)行協(xié)同運(yùn)營(yíng)中心建設(shè)經(jīng)驗(yàn)、典型案例、知識(shí)產(chǎn)權(quán)護(hù)航出海、產(chǎn)業(yè)集群專利布局與聯(lián)盟建設(shè)等主題分享；4.面向廣東省內(nèi)參加灣區(qū)認(rèn)證產(chǎn)品的相關(guān)企事業(yè)單位，征集灣區(qū)認(rèn)證產(chǎn)品，在專區(qū)進(jìn)行展示、交易和互動(dòng)體驗(yàn)。

　　專區(qū)主要任務(wù)：組織相關(guān)高校、科研機(jī)構(gòu)等創(chuàng)新主體，以及金融機(jī)構(gòu)、知識(shí)產(chǎn)權(quán)服務(wù)機(jī)構(gòu)等舉辦創(chuàng)新成果投融資路演、專利技術(shù)產(chǎn)品推介、交易撮合、專場(chǎng)拍賣等活動(dòng)，推動(dòng)科技創(chuàng)新與產(chǎn)業(yè)發(fā)展、金融資源、服務(wù)機(jī)構(gòu)相融共促，讓更多的科技成果轉(zhuǎn)化為現(xiàn)實(shí)生產(chǎn)力，為廣東高質(zhì)量發(fā)展提供強(qiáng)大知識(shí)產(chǎn)權(quán)創(chuàng)新成果支撐。

　　項(xiàng)目征集需求：1.在全國(guó)范圍內(nèi)征集相關(guān)高校、科研院所等研發(fā)機(jī)構(gòu)開(kāi)展成果投融資路演、專利技術(shù)及專利密集型產(chǎn)品推介、拍賣等方面的項(xiàng)目，遴選部分項(xiàng)目在專區(qū)進(jìn)行現(xiàn)場(chǎng)路演、推介或拍賣，其它優(yōu)秀項(xiàng)目將以數(shù)據(jù)庫(kù)的形式向相關(guān)企業(yè)進(jìn)行發(fā)放；2.面向廣東省內(nèi)相關(guān)高校、科研院所等研發(fā)機(jī)構(gòu)征集通過(guò)專利開(kāi)放許可、“先使用后付費(fèi)”模式進(jìn)行專利轉(zhuǎn)化的項(xiàng)目和意見(jiàn)，在專區(qū)以數(shù)據(jù)庫(kù)等形式向相關(guān)企業(yè)進(jìn)行發(fā)放；3.面向廣東省內(nèi)企業(yè)特別是中小企業(yè)等創(chuàng)新主體，征集對(duì)技術(shù)研發(fā)的需求，在專區(qū)以數(shù)據(jù)庫(kù)等形式向相關(guān)研發(fā)機(jī)構(gòu)進(jìn)行發(fā)放，引導(dǎo)研發(fā)機(jī)構(gòu)“揭榜”研發(fā)或訂單式研發(fā)。

The 10^th Announcement in 2024

　The Announcement of Guangdong Intellectual Property Administration on Investment and Exhibitor Attraction and Project Collection for the 6^th Guangdong-Hong Kong-Macao Greater Bay Area Intellectual Property Trade Expo and International Geographical Indications Products Trade Expo

　To fully implement the guiding principles from the 3^rd Plenary Session of the 20^th Central Committee of the Communist Party of China (CPC) and the guiding spirit of the important address given by Xi Jinping, General Secretary of the CPC Central Committee, on intellectual property (IP) protection, and to carry out the “1310” specific deployment of the provincial Party committee, further improve IP creation and utilization efficiency in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), guide global innovation resources to converge on the GBA, develop IP-supported new quality productive forces, and build a top-notch bay area full of vitality with international competitive edges, Guangdong Administration for Market Regulation (Guangdong Intellectual Property Administration), the People’s Government of Guangzhou Municipality, the Intellectual Property Department of the Government of the Hong Kong SAR and the Economic and Technological Development Bureau of the Government of the Macao SAR have decided to co-host the 6^th Guangdong-Hong Kong-Macao Greater Bay Area Intellectual Property Trade Expo and International Geographical Indications Products Trade Expo (hereafter referred as GBAIP) in December 2024. The relevant matters are announced as follows:

　1. Date and Venue

　Date: December 9 – 11, 2024

　Venue: Convention and Exhibition Center of China-Singapore Guangzhou Knowledge City (12 Fengtongzhi Street, China-Singapore Guangzhou Knowledge City)

　2. Organizational Structure

　(1) Hosts: Guangdong Administration for Market Regulation (Guangdong Intellectual Property Administration), the People’s Government of Guangzhou Municipality, the Intellectual Property Department of the Government of the Hong Kong SAR, and the Economic and Technological Development Bureau of the Government of the Macao SAR.

　(2) Organizers: Guangdong Intellectual Property Protection Center, Guangzhou Municipal Administration for Market Regulation (Guangzhou Municipal Intellectual Property Administration), Guangzhou Hi-tech Industrial Development Zone Administrative Committee, and Guangzhou Trademark Examination Cooperation Center (Guangdong Provincial Intellectual Property Development and Service Center).

　3. Overall Arrangement and Investment and Exhibitor Attraction and Project Collection Required by the Event

　The 6^th GBAIP comprises the Kick-off Conference, the two expos held in two exhibition halls and a panoply of parallel events hosted in their designated activity zone. The main tasks of the exhibition halls (designated activity zones) and the requirements for the investment and exhibitor attraction and project collection are as follows:

　(1) The Kick-off Conference and the projects to be signed on the conference

　The main task of the Kick-off Conference: With the motif of “supporting the high-quality development of the GBA with IP transformation and trading”, the Kick-off Conference is held to achieve this goal by vigorously promoting IP transformation and trading, supporting the development of patent-driven innovative economy, trademark-backed brand economy, characteristic economy supported by producing-area geographical indication and cultural industry backed by copyright, and developing new quality productive forces enabled by IP creation, transformation and trading. The higher education institutions, research facilities, enterprises and other innovation entities in the province will be organized to sign the IP transformation projects at the Kick-off Conference of the 6^th GBAIP.

　The requirement of project collection: We ask the higher education institutions, research facilities, enterprises and other innovation entities in Guangdong to register their projects of IP innovation achievement transformation for contract signing at the Kick-off Conference.

　(2) Exhibition hall for patent, trademark and copyright trading and other IP transactions

　The main task of the exhibition hall: Pool and display global IP innovation achievements in patents, trademarks, copyrights and other fields, and conduct a number of transaction matchmaking events based on the exhibition. The exhibition hall includes IP innovation achievement displays and trading areas for higher education institutions, enterprises, industries and market entities in the GBA. 　(3) Exhibition hall for geographical indications products trading

　The main task of the exhibition hall: Display the geographical indications products made at home and abroad and provide relevant product experience, improve the influence of the geographical indications brands, promote the alignment of geographical indications products production and marketing, expand the promotion channels for such products, and facilitate the brand value delivery and cultural transmission of geographical indications products.

　The requirement of investment and exhibitor attraction: We invite the legitimate users and right holders of geographical indications (GI), manufacturing enterprises and industrial associations and chambers of commerce of geographical indications products, and demonstration areas of geographical indications products protection across the country to participate in the expo, especially the GI products made in “Belt and Road” Initiative partner countries, GI products stated in the EU-China Landmark Geographical Indications Agreement and GI products governed by the “3+3” geographical indications agreement signed by Thailand and China. 　The main task of the designated activity zone: Showcase the IP development status of the strategic industry clusters and IP chain-wide service ecosystem in Guangdong, and the remarkable results of the high-quality development of the strategic industry clusters in the province supported by the “one center and one association for one industry” development method.

　The requirement of project collection: 1. We invite the IP coordinated operating center of the strategic industry clusters in Guangdong and relevant innovation entities of the industries to join the expo and showcase their highly interactive patented products with a high sense of technology; 2. We invite the experts of the leading enterprises, higher education institutions and research facilities related to the strategic industries across the country to participate in the expo and present their innovation achievements, and we will select some of these experts to give presentations on the related topics in the designated activity zone; 3. We invite the persons-in-charge of the 20 IP coordinated operating centers for the strategic industries in Guangdong and heads of the relevant companies as roadshow speakers to share their experiences on the development of the IP coordinated operating centers, typical cases, Chinese companies’ IP-backed globalization, patent layout of the strategic industry clusters, development of industrial association and other topics; 4. 　(5) Designated activity zone of IP transformation and utilization and financial innovation

　The main task of the designated activity zone: We will organize the relevant higher education institutions, research facilities and other innovation entities, and the financial institutions, IP service providers and other units to conduct innovation achievement roadshows, patented product promotion sessions, dealmaking events, special auctions and other activities. The purpose of this effort is to promote better alignment and mutual reinforcement of scientific and technological innovation, industrial development, financial resources and relevant service providers, transform more scientific and technological achievements into productivity, and support the high-quality development of Guangdong by delivering extraordinary results of IP innovation.

　The requirement of project collection: 1. We invite relevant higher education institutions, research facilities and other R&D organizations to present their IP innovation achievements for roadshows, patented technology and patent-intensive product promotion sessions and auctions and other events, and we will select some projects for on-site roadshows, promotion sessions and auctions in the designated activity zone; other outstanding projects will be introduced to relevant enterprises with a data list; 2. We will ask relevant higher education institutions, research facilities and other R&D organizations in Guangdong to provide projects for patent transfer with patent licensing, “buy now pay later” and other means and heed their opinion on this matter; these projects will be introduced to relevant enterprises with a data list or other means in the designated activity zone; 3. We will ask the enterprises in Guangdong, especially the middle and small-sized enterprises and other innovation entities, for their demand in technology R&D and deliver them to the relevant R&D institutions with a data list in the designated activity zone, guiding the R&D institutions to do their research based on the data list or R&D orders.

　(6)  Designated activity zone of supporting Chinese enterprises’ globalization and Chinese products sold in the global market with the combination of IP and technical measures to trade  

　The main task of the designated activity zone: According to the actual practices to cope with technical measures to trade and overseas IP-related trade barriers, we will host a variety of events, including presentation of global business management of service providers related to IP utilization and technical measures to trade, outstanding case show, thematic forum, service matchmaking session, work consulting and professional meet-up, to publicize the cases of and solutions for overseas IP-related disputes and technical trade barriers, introduce the chain-wise and one-stop service outcomes supporting companies’ going-abroad effort, boost their confidence to participate in international competition, provide more opportunities for them to develop coordinated domestic and foreign trade, and support their products to be sold in the global market.

　The requirement of project collection: 1. We will ask the relevant industrial organizations across the prefectures and cities in Guangdong to provide the outstanding cases of global business management of service providers related to IP utilization and technical measures to trade, and select some of them to be promoted in the designated activity zone; 2. We will collect information on the outstanding service providers in Guangdong which have made prominent achievements in global business management related to IP utilization and technical measures to trade, and select some of them to showcase their information and service resources in the designated activity zone; 3. We will collect information on the establishment of the service providers related to technical measures to trade across the prefectures and cities in Guangdong and the activities conducted by them, and arrange an exhibition for them in the designated activity zone; 4. We will collect information on the projects developed by the working bodies in Guangdong that cooperated in coping with technical trade measures and the signed projects of the related institutions, and conduct a thematic sharing session in the designated activity zone and host their signing ceremonies.

　(7) Designated activity zone of the IP-backed “Hundred, Thousand, and Ten Thousand Project”

　The main task of the designated activity zone: We will organize and host the “100 universities and colleges helping 100 counties” event, and guide the counties to announce their technical demand for the innovative development of county territory characteristic economy; this effort will promote intensive interaction between county territory industries with local features and higher education institutions, research facilities and IP service providers, solve the technical problems faced by such industries in their innovative development, improve the development quality of county territory industries, support the high-quality development of county territory industries with IP innovation achievements, and assist the “Hundred, Thousand, and Ten Thousand Project”.

　The requirement of project collection: 1. We will collect the policy initiatives and other measures taken by related county governments in Guangdong to develop their characteristic and competitive industries, and select some related county governments to carry out the “county mayor promotion” session and investment and talent attraction event in the designated activity zone; 2. We will collect the technical problems faced by and cooperation demand of industry-chain-related enterprises or key industrial parks in the counties of Guangdong, and select some of them for introduction in the designated activity zone; we will guide higher education institutions and other R&D organizations to do their research based on the request or R&D orders.

　(8) Designated activity zone of presenting the typical IP-related cases and sharing the relevant experiences

　The main task of the designated activity zone: Focusing on the chain-wise development of intellectual property, we will select the typical cases in various fields, such as IP creation and utilization, IP-related matters in public service, administrative and judicial system and overseas IP protection, data intellectual property rights, copyright, geographical indication and trademark, for experience sharing session, case review and case study.

　The requirement of project collection: We will collect the typical experiences and innovative measures of IP administration authorities at different levels, higher education institutions, research facilities, IP service providers, social organizations, enterprises, public institutions and other units in Guangdong in IP creation, utilization, protection and service, data intellectual property rights, trademarks and geographical indications, copyright transfer and cross-sector integration in the digital era to improve IP creation quality and IP utilization level, enhance IP protection capabilities, expand IP service areas and develop other bright spots of IP related businesses, and select some of them for an experience sharing session in the designated activity zone.

　The hosts and organizers of the 6^th GBAIP sincerely welcome the government departments related to intellectual property, higher education institutions, research facilities, enterprises and public institutions, IP service providers, social organizations and financial institutions at home and abroad to participate in the expo as visitors or exhibitors. We sincerely invite all sectors of society to visit the GBAIP and give their guidance to seek sound innovation strategies together, share superior resources, effectively promote the convergence of innovation resources toward outstanding innovation entities, ensure greater benefit of IP transformation and utilization, and support self-reliance and self-improvement in science and technology and innovation-driven development.
